Carousel Connections — Real-Time Data Integration, Built From the Ground Up
Carousel Connections, located in Pennsylvania, provides community-based support services for adults with intellectual and developmental disabilities. The organization tracked compliance milestones, service delivery, HR obligations, and participant plans across a series of disconnected Google Sheets. The data existed; the problem was that it couldn't talk to itself. Waxwing built an integrated, organization-wide operational system in Smartsheet that connected every function and gave leadership the real-time clarity that disconnected spreadsheets simply cannot provide.
The Challenge
Every function — compliance, services, payroll, billing, HR — operated in its own sheet. Seeing the full picture required pulling from multiple sources manually, and by the time that happened, the window for action had often already passed. Without automated reminders or integrated timelines, staff and leadership reacted to deadlines rather than anticipating them — and leadership had no real-time visibility on the intersections that mattered most: where compliance obligations met service delivery, and where time spent connected to billing.

The Work
Waxwing designed and built four interconnected workspaces in Smartsheet, each serving a distinct function, all feeding into a coherent whole. The goal wasn't to digitize what already existed — it was to build a system where data points that had always been related could finally behave that way.
Participants & Families: A static compliance sheet became a formula-driven system: enter key planning dates, and every related deadline — 400 in total — calculates automatically, with reminders sent to the right staff at the right time. Service utilization now tracks real-time delivery against authorized hours, a connection that was previously invisible.
Operations & Compliance: Incident management moved from reactive to structured: every incident is tracked from first report through regulatory submission and final approval, with owners, deadlines, and status visible at every step. Oversight of participant homes, facility inspections, and licensing requirements now all live in one place.
People & HR: Employee records, payroll support, training and certification tracking, and on-call scheduling are connected in a single workspace, feeding a Director's Dashboard that surfaces what leadership needs without requiring them to pull it together manually.
Staff & Internal Operations: Before Waxwing built a virtual Help Desk, staff communicated scheduling changes, HR questions, and system updates through a tangle of emails, texts, and chats — each landing in a Director's inbox with no tracking and no accountability. Waxwing built a centralized intake system in Smartsheet that routes every request to the right team member and logs resolution outcomes. Since launch, the Help Desk has resolved 1,286 staff requests across seven categories — averaging 154 per month — without adding administrative burden.
The Result
The data Carousel was already collecting now integrates to tell the full story. A manual scheduling calculation that once took hours now takes a single click. By closing the loop between service delivery and participant behavior plans, billing increased by 20%. Hundreds of compliance deadlines no longer arrive as surprises; instead, staff are notified weeks in advance. Through the Dashboard, leadership now has real-time visibility across all four workspaces to guide decisions, rather than spending time assembling the information needed to make them.
